You force your opponent's move, even when it would be disadvantageous
Benefit: Whenever an opponent starts their turn in [Melee] range of you, they must spend their move action to move, if able. A successful will save (DC 10 + 1/2 your level + KDM) allows them to ignore this effect.

I feel like this should have either the [Fear] effect tagged on to it or be one of the existing conditions, but maybe that's just me

It would have to go all the way to panicked to force a move, and even that doesn't actually force it, just prevent anything else, and that is way too strong. This is supposed to be about tactical outmanuevering, not fear, anyways.
