Legend Mechanics & Balance / Feats every odd level?

Now, I'm not entirely sure if this is the best place to be posting about this, but here we go.

I'm planning on running a game this summer, and want to allow my players the most flexibility. I want to encourage them to take flavorful feats and make choices that fit their character concepts instead of focusing only on [Combat] feats or something like that. To further that desire, I'm considering changing feats to every odd level instead of every three levels. Assuming my players don't optimize the hell out of their builds - most of them will be first time players, mind you - would this throw the balance of Legend out of whack too much?

I'd appreciate any thoughts on the issue, as I'm still fairly undecided so far. Anyone who has experience running a Legend game would be invaluable!
